Preheat oven to 350°F. Grease a 9x5 inch loaf pan with butter or cooking spray.
In a large bowl, whisk together the flour, baking powder, baking soda, salt, nutmeg, ground cloves, and lemon zest.
In a separate bowl, mix together the melted butter and brown sugar until combined.
Stir in the eggs, milk, and vanilla extract until combined.
Slowly add the wet ingredients to the dry ingredients and mix until just combined. Do not overmix.
Stir in the chopped apples and walnuts until combined.
Pour the batter into the prepared loaf pan.
Mix together the granulated sugar and cinnamon in a small bowl and sprinkle over the top of the batter.
Bake in preheated oven for 50-60 minutes, or until a toothpick inserted in the center comes out clean.
Let cool in the pan for 10 minutes before transferring to a cooling rack to cool completely.
