Preheat oven to 375℉ (190℃). Grease a 9-inch round tart pan.
In a medium bowl, combine the butter, flour, and salt. Using a pastry cutter or your fingers, mix the ingredients until the mixture resembles coarse crumbs.
Add the water and mix until the dough comes together. Form the dough into a ball, wrap in plastic wrap, and refrigerate for 30 minutes.
Roll out the dough on a lightly floured surface. Gently place the dough into the prepared tart pan, pressing it in the corners and up the sides.
In a small bowl, combine the sugar and vinegar. Brush the mixture over the apples slices and then arrange them on the tart in a rose-like shape.
Bake for 30-35 minutes, or until the tart is golden brown. Allow to cool before serving.
