Preheat oven to 350 degrees F (175 degrees C).
In a bowl, combine apples, sugar, cinnamon and nutmeg. Mix until apples are evenly coated.
In a separate bowl, combine flour and butter. Use a pastry blender or your hands to combine until the mixture resembles coarse crumbs.
Add cold water, 1 tablespoon at a time, until the mixture forms a ball of dough.
On a lightly floured surface, roll out the dough until it is big enough to fit a 9 inch pie plate.
Line the pie plate with the dough and trim any excess.
Pour the apple mixture into the pie plate and spread evenly.
Bake for 45 minutes or until the crust is golden brown and the filling is bubbly.
Allow to cool before serving.
