In a large pot over medium-high heat, melt the butter. Add the flour and stir for 1 minute.
Add the celery, potatoes, carrots, oregano, thyme, and garlic powder. Stir to combine and cook for 3 minutes.
Add the vegetable broth and bring to a simmer. Cook for 20 minutes, stirring occasionally, until the vegetables are tender.
Add the cream and stir to combine. Simmer for 5 more minutes.
Season with salt and pepper, to taste.
