Preheat oven to 375°F.
In a large skillet, heat olive oil over medium heat. Add the sausage and cook until browned, about 5 minutes. Add the onion, bell pepper and garlic and cook until softened, about 3 minutes.
Add the potatoes and cook until golden and tender, about 10 minutes. Remove from heat and set aside.
In a large bowl, whisk together the eggs, milk, salt, pepper and parsley.
In a 9x13 baking dish, spread the sausage mixture in an even layer. Pour the egg mixture over the sausage and top with the cheese and bacon.
Bake for 30 minutes, or until the top is golden and the eggs are cooked through.
